Overview
Engineering staff review the civil engineering plans for each new construction project (residential and commercial) to see that all public improvements are designed to meet current city specifications. Civil engineering plans are prepared by engineers hired by land developers and generally include the following design plans:

Development Process
All public improvements and infrastructure development or re-development within the City of McKinney requires a development permit prior to the start of any construction.
To assist you through the development permitting and review process, we have created a guide, The Civil Engineering Development Process and Requirements, that contains valuable information to help you better understand our process. The guide outlines and defines the Civil Development process steps for all commercial development projects requiring public improvements including grading, paving and utilities. It also contains the contact information and links to the City of McKinney Design Manuals, Standards and General Notes.
To provide you with the best possible service, use the online Customer Self Service (CSS) portal to apply for your development permits and submit the required documentation for your development projects that require public improvements for grading, paving and utility work.
Please note that for all commercial development projects requiring public improvements and a development permit, commercial building permits may also be required. A separate tree permit application is also required prior to the initiation of construction.
All applicable fees must be paid before a permit will be issued.

- Grading and Erosion Control Plans
- Water and Sewer Plans
- Paving and Drainage Plans
- Miscellaneous Details including Traffic Control Plan and Water Quality Plan
- Site Plan and/or Record Plat
- Landscaping Plans
- Tree Preservation Plan
- Geotechnical Engineering Report
During the Plan Review Process and before a Development Permit can be issued
- Notice of Intent or CSN
- Storm Water Pollution Protection Plan (SWPPP)
- Preliminary Bid Tab
- Offsite Easement Documents (as applicable)
- TxDOT Permit Application (as applicable)
- NTMWD Connection Application (as applicable)
After Issuance of a Development Permit and during the Construction Process
- Trench Safety Plan
- Confined Space Plan
- Traffic Control Plan
- Proctor Test (OMI)
- Lime Series
- Utility Product Submittals (piping, fittings, etc.)
- Concrete Mix Designs
- Storm Water Product Submittals (pre-cast concrete)
- Sanitary Sewer Submittals (pre-cast concrete)

At the Completion of the Project and before "Final Acceptance" can be issued

- Unconditional releases of liens from contractors
- Affidavit of All Bills Paid | Use of this template required
- Maintenance Bond | Use of this template required. Must submit original paper copy with embossed seal

- Engineering Letter - Lots meet required elevations
- Surveyor Letter - Lots are within 0.3' of design grades
- Record Drawings in pdf and CAD formats
- A drafted Final Acceptance letter will be issued upon receipt and approval of the above documentation
